OXFORD, Miss. ? America?s foremost political commentator and conservative columnist will give the annual spring convocation for the University of Mississippi?s Sally McDonnell Barksdale Honors College.

George F. Will presents ?The Political Argument Today? at 7 p.m. Feb. 5 in the Ford Center for the Performing Arts. The convocation is free and open to the public, and a book signing follows in the lobby.

Bright comet ISON could sizzle ? or fizzle

The newly discovered Comet ISON is just a faint speck in the sky right now, but later this year, when it flies closer to the sun, it could shine as bright as the moon and may even be visible in broad daylight, scientists say.

"Comet ISON is a sungrazer," comet-tracker Karl Battams of the U.S. Naval Research Lab said in a NASA statement. "The orbit of the comet will bring it very close to the sun, which we know can be a spectacular thing."

That apparition, if Comet ISON delivers on its promise, is expected to peak in late November. While some astronomers a have touted ISON as a potential "Comet of the Century," there is still some uncertainty on how bright the object will actually become, according to scientists with NASA and other observatories.

Officially known as C/2012 S1 (ISON), Comet ISON is currently near the orbit of Jupiter, though astronomers say it is already quite bright for an object so far away. Its exceptional glow suggests that it has a fairly large nucleus in the 0.6- to 6-mile (1- to 10-kilometer) range, estimated astronomer Matthew Knight of the Lowell Observatory, according to NASA. Russian astronomers Vitali Nevski and Artyom Novichonok discovered the comet in September 2012 using a 15.7-inch (0.4-meter) reflecting telescope of the International Scientific Optical Network (ISON), near Kislovodsk. They predicted that at its closest point to the sun, which occurs on Nov. 28, 2013, the comet will come within 800,000 miles (1.2 million km) of the sun's surface and could transform into a dazzling night sky object with a long, dusty tail.

But that's only if the Comet ISON manages to survive its fiery flyby ? it could be destroyed by tidal forces or solar radiation as it approaches the sun, scientists say.

"I'm old enough to remember the last 'Comet of the Century,'" said Don Yeomans of NASA Near-Earth Object Program. Yeomans was referring to a distant comet named Kohoutek that promised to put on such a show in 1973, but turned out to be a bust. "It fizzled. Comets are notoriously unpredictable."

Knight, however, noted that an object smaller than C/2012 S1, Comet Lovejoy, put on a stunning display after it soared through the sun's atmosphere in 2011 and emerged intact on the other side.

"Comet ISON is probably at least twice as big as Comet Lovejoy and will pass a bit farther from the sun's surface" Knight said. "This would seem to favor Comet ISON surviving and ultimately putting on a good show."

Another possibility, astronomers said, is that Comet ISON could break apart, which could give it an appearance akin to a cosmic string of pearls when viewed through a telescope. Yeomans assured that such a scenario would not pose a threat to Earth.

"Comet ISON is not on a collision course," he said. "If it breaks up, the fragments would continue along the same safe trajectory as the original comet."

Intel gets go-ahead for $4 billion chip plant in Ireland, will produce its next-gen 14nm processors

Intel has been planning to make its Ireland base one of three global manufacturing sites for its 14nm chips since May last year, and its now been given the okay by Ireland's lead planning agency. The new $4 billion plant will create around 4,300 jobs for the region in Co. Kildare, where Intel already has around 4,000 on staff. The two-year plan involves redeveloping its existing operation, expanding and shifting to make its smaller, more efficient 14nm process. Intel's plans don't stop there, however. It still plans to roll out 10nm products sometime in 2015.

Google adds ARM support to Chrome's Native Client

Google's Native Client endowed x86 machines with the ability to run apps compiled from C and C++ right inside Chrome in 2011, and now ARM devices are finally getting their time to shine. Mountain View's latest Native Client SDK adds support for ARM hardware, and tweaking existing Native Client apps to run on the architecture sounds pretty painless. According to Page and Co., developers just have to add a new file extension to their app, tweak a manifest file and get ahold of the fresh SDK. ARM support is reason enough for developers to celebrate, but Google says it's working on a next-gen Portable Native Client that'll let apps work regardless of architecture and without having to recompile, to boot. Schools to extend action on cyberbullies

Vocational schools are to be told they must act on cyberbullying by students even if it happens outside school hours.

Under new rules on cyberbullying being finalised by the Irish Vocational Education Association (IVEA), every school?s policies should state clearly that all bullying comes under its authority if it is done by a member of the school community and impinges on a student?s work or happiness. Crucially, it says, this would apply even where the bullying is done outside the school.

The 250 vocational schools and community colleges run by the vocational education committees, for which the IVEA is an umbrella body, should also have the right to discipline students who bully other members of the school community, even when not at school. In addition, the proposed rules would require schools to:

*Survey students regularly to find out levels of bullying and, as much as possible, those most affected;

*Organise safe internet awareness days or similar events;

*Oblige students or staff to notify the school if they come across cyberbullying on, for example, Facebook or other sites;

*Remind teachers about keeping their Facebook, Twitter, or other social media accounts private and avoiding direct connection with students online;

*Provide information for parents to help them understand cyberbullying, but also seek parents? views on bullying in the school;

*Address cyberbullying in social, personal and health education (SPHE) and in relationships and sexuality education (RSE);

*Include specific reference to cyberbullying in acceptable use policies for school internet use.

The final guidance will be issued by IVEA soon, and comes as Ruairi Quinn, the education minister, prepares to publish a major action plan on bullying tomorrow. It will have a major focus on cyberbullying, with a website being set up to inform parents about the issues and schools expected to keep better records of all bullying incidents.

The IVEA is to recommend that schools set aside at least one staff session a year to updating their capacity to deal with the evolving issues.

VEC schools will be asked to have specific rules for dealing with complaints. Students should be reminded of the possible consequences, including the possibility of conviction under law covering harassment.

As well as recommending sanctions proportionate to the seriousness of the offence, including an assessment of the impact on the victim, VEC schools will be told to ensure victims get appropriate support even if the cyberbullying is done by non-students of the school.

Fianna F?il education spokesman Charlie McConalogue told Mr Quinn yesterday that the ability of schools to deal with issues affecting young people has been inhibited by staffing cuts that have seen one-to-one work by guidance counsellors halved.
