There's been talk for weeks of Boeing developing a fix for the 787 Dreamliner's battery fire troubles. If the aircraft maker has its way, that should soon translate to action. The company's commercial airplane chief, Raymond Conner, tells reporters that the company has a "permanent" fix that would place three layers of protection around the batteries and, theoretically, head off fires and their causes. It sounds like just the ticket -- the challenge will be getting everyone else to feel the same way. American investigators believe the batteries are at fault, but their Japanese counterparts haven't yet ruled out external factors. With this kind of ongoing debate, we're not about to book a 787 to Tokyo for spring break.

NASA's twin Van Allen space probes, which are studying the?Earth's radiation belts, made the cosmic find. The surprising discovery ? a new, albeit temporary, radiation belt around Earth ? reveals how much remains unknown about outer space, even those regions closest to the planet, researchers added.

After humanity began exploring space, the first major find made there were the?Van Allen radiation belts, zones of magnetically trapped, highly energetic charged particles first discovered in 1958.

"They were something we thought we mostly understood by now, the first discovery of the Space Age," said lead study author Daniel Baker, a space scientist at the University of Colorado.

These belts were believed to consist of two rings: an inner zone made up of both high-energy electrons and very energetic positive ions that remains stable in intensity over the course of years to decades; and an outer zone comprised mostly of high-energy electrons whose intensity swings over the course of hours to days depending primarily on the influence from the solar wind, the flood of radiation streaming from the sun. The discovery of a temporary new radiation belt now has scientists reviewing the Van Allen radiation belt models to understand how it occurred.

Radiation rings around Earth

The giant amounts of radiation the Van Allen belts generate can pose serious risks for satellites. To learn more about them, NASA launched twin spacecraft, the Van Allen probes, in the summer of 2012.

The satellites were armed with a host of sensors to thoroughly analyze the plasma, energetic particles, magnetic fields and plasma waves in these belts with unprecedented sensitivity and resolution.

Unexpectedly, the probes revealed a new radiation belt surrounding Earth, a third one made of super-high-energy electrons embedded in the outer Van Allen belt about 11,900 to 13,900 miles (19,100 to 22,300 kilometers) above the planet's surface. This stable ring of?space radiation?apparently formed on Sept. 2? and lasted for more than four weeks.

"The feature was so surprising, I initially foolishly thought the instruments on the probes weren't working properly, but I soon realized the lab had built such wonderful instruments that there wasn't anything wrong with them, so what we saw must be true," Baker said.

This newfound radiation belt then abruptly and almost completely disappeared on Oct. 1. It was apparently disrupted by an interplanetary shock wave caused by a spike in solar wind speeds.

"More than five decades after the original discovery of these radiation belts, you can still find new unexpected things there," Baker said. "It's a delight to be able to find new things in an old domain. We now need to re-evaluate them thoroughly both theoretically and observationally."

A radiation mystery

It remains uncertain how this temporary radiation belt arose. Van Allen mission scientists suspect it was likely created by the?solar wind?tearing away the outer Van Allen belt.

"It looks like its existence may have been bookended by solar disturbances," Baker said.

Future study of the Van Allen belts can reveal if such temporary rings of radiation are common or rare.

"Do these occur frequently, or did we get lucky and see a very rare circumstance that happens only once in a while?" Baker said. "And what other unusual revelations might come now that we are really looking at these radiation belts with new, modern tools?"

The scientists detailed their findings online Feb. 28 in the journal Science.

Is 'Free' Marijuana in Exchange for 'Donations' Legal in Colorado ...

Colorado Springs IndependentColorado Springs IndependentOn January 30, the Colorado Springs Independent?ran a story?about a local business that was testing the limits of Amendment 64, the Colorado ballot initiative that legalized marijuana for recreational use. Although state-licensed pot stores are not expected to open until next year, it is already legal under Amendment 64 for adults 21 or older to possess up to an ounce of marijuana, grow up to six plants at home and keep all the marijuana they produce, and transfer up to an ounce to other people who are 21 or older, provided the transfer is "without remuneration." The business model for Billygoatgreen MMJ was based on the ambiguity of that last requirement. Ostensibly, Billygoatgreen?which, despite the reference to medical marijuana in its name, served anyone 21 or older, not just patients with doctor's recommendations?was not selling pot; rather, it was delivering pot for free while inviting the recipients to make "suggested donation[s] towards researching [marijuana] and improving our cultivation operation." The suggested donation for a quarter-ounce of Sour Kush, for instance, was $55. Asked whether such an operation could be legal, Colorado Springs Police Lt. Mark Comte, who works in the Metro Vice, Narcotics, and Intelligence Division,?replied:

If I show up at your house with less than an ounce of marijuana, I'm 21, you're 21, and I say, "Hey dude, it cost me 50 bucks in gas to get over here," and you give me 50 bucks for my gas, there's nothing illegal. I mean, you and I both know what's going on with it, but they know what the loopholes are right now.?

Yet the day before that comment appeared, The Denver Post reports, "two undercover Colorado Springs detectives organized a marijuana purchase from Billygoatgreen as part of an investigation into the service" that resulted in the arrest of three men running it, who now face felony charges punishable by long prison terms. No fair, says one of those men, Pritchard Garrett, who tells the Post that?Comte "green-lighted this delivery business" in the Independent?article, which he says sent potential customers a clear message: "Hey, the cops said this wasn't illegal, so call them up." Comte stands by his comments, saying Billygoatgreen delivered more than an ounce at a time to the detectives: 1.6 ounces on the first occasion, 2.1 ounces on the second.

The focus on quantity suggests that if the service had stayed within the one-ounce limit for transfers, Garret and his partners would have been OK. Other people still seem to be operating under that assumption. Craigslist searches find various offers of "free" marijuana deliveries in exchange for "donations" in Denver and Colorado Springs. A spokeswoman for Colorado Attorney General John Suthers tells the Post all these folks are criminals under state law, since?"distributing marijuana in exchange for suggested donations is a scam to get around the laws against the sale of marijuana." Maybe so, but the law is hardly clear on that point. The line between helping?to cover the expenses of someone who shares his homegrown marijuana with you and paying him for the marijuana itself is pretty fuzzy. Rob Corry, a Denver attorney and marijuana reform activist, says you could even argue that "reimbursing someone for their time" is legal, although he adds:

My personal view is that I don't think it ought to include reimbursement for time, because that starts looking like profit....My advice to clients is that it has to be direct, out-of-pocket costs [for things such as fertilizer, electricity, and rent], and it has to be documented. Being reimbursed for your time is pushing it.?

Corry himself pioneered a different approach with Club 64, a floating pot party where people pay a cover fee to consume marijuana in a commercial space. Club 64 had its first event on New Year's Eve at a hemp clothing store in Denver. "We had a DJ, lights, dancing, good music," Corry says. "We did serve alcohol, [but] we gave it away because we didn't have a liquor license for that event. We also had marijuana that we were giving away. We weren't selling it. The main way way we raised revenue was with an event fee of $30." A variation on this theme would be charging for food and coffee but giving pot away, which could result in something like Amsterdam's cannabis caf?s even if on-site consumption is not allowed at the state-licensed marijuana stores. Either operation seems to satisfy Amendment 64's requirements, although much depends on how the initiative's ban on consuming marijuana "openly and publicly" is interpreted. To my mind, marijuana consumption behind closed doors in a private business, whether or not it describes itself as a membership-only "club," is neither "open" nor "public," but Colorado legislators and judges may take a different view.

Another wrinkle is the Colorado Clean Indoor Air Act, which bans smoking in most "public places," including bars and restaurants. The law?originally applied only to tobacco; it was amended in 2010 to cover "medical marijuana" but not, by its terms, any other kind. The upshot, says Corry, is that smoking marijuana in a business open to the public apparently would be legal as long as it was for purely recreational purposes. He suspects the state legislature will not allow that loophole to survive, although it could exempt establishments that cater to pot smokers from the Clean Indoor Air Act in the same way that it exempted cigar and hookah bars. Even if it didn't, vaporizers and marijuana edibles would not be covered by a ban on smoking.

InFocus IN1144


The InFocus IN1144 ($600 street) is one more entry in a growing category of projectors that includes the Acer K330, the NEC NP-L50W, and the Editors' Choice 3M Mobile Projector MP410. What defines the category is a sub-three pound weight, a DLP chip with WXGA (1280 by 800) resolution, and an LED light source with either a 300 or 500-lumen rating. The IN1144 falls in the 500-lumen group, along with the Acer and NEC models, and it's one of the best in the group.

Aside from the brightness ratings, the biggest differences between the 300-lumen models and 500-lumen models in this category are their sizes and weights. The 300-lumen models generally weigh less than a pound by themselves and less than two pounds with their power blocks, while the 500-lumen models typically don't need power blocks but weigh between 2 pounds 8 ounces and just under 3 pounds. The IN1144 is a little unusual on this score. It weighs only 1 pound 13 ounces, but needs a power block. Even including the power block, however, the total weight is 2 pounds 10 ounces.

Basics
The IN1144 comes with a soft case large enough to hold the 1.7 by 6.7 by 5.4 inch (HWD) projector plus the power block, cables, credit-card size remote, and the optional Wi-Fi dongle ($29 direct). InFocus says you can download both Windows and Mac apps, but no mobile apps, ?from its website so you can show images over the wireless connection. For maximum portability, you can also use the projector with just an SD card or USB memory key. The IN1144 can read an assortment of file types directly, including most common image, video, and audio formats as well as PDF and Microsoft Word, Excel, and PowerPoint files.

Setup is standard. In addition to an SD card slot and USB A port for a USB key, the back of the projector offers HDMI and VGA ports plus two mini plugs for A/V in and audio out. The A/V in port can accept both audio and composite video, but InFocus doesn't provide an appropriate adaptor for video. Also worth mention is a Kensington Lock slot on one side, so you can leave the projector sitting on a conference room table without worrying about someone walking away with it.

As with all the projectors in this category, the IN1144's LED light source is meant to last the life of the projector, which helps keep the total cost of ownership down. InFocus rates the LEDs at 30,000 hours.

Brightness and Data Image Quality
The 500-lumen rating is obviously far below the 2,500 or 3,000 lumens that's typical for today's lamp-based portable projectors. However, perception of brightness is logarithmic, which means you'll perceive 500 lumens as being much more than one fifth as bright as 2,500 lumens.

I found the projector bright enough to let me run my tests using the 78-inch wide (92-inch diagonal) image size I normally use with standard projectors. However, even with theater dark lighting, the image wasn't bright enough at that size for extended viewing. If you want to watch, say, a full-length movie, a 55-inch wide (65-inch diagonal) size would be a better choice. With ambient light, you'll want to drop to an even smaller size.

Data image quality is reasonably good, but well short of excellent. On our standard suite of DisplayMate tests, colors were fully saturated in most modes, with yellow a true yellow, rather than a mustard color, but red and blue a little dark in terms of a hue-saturation-brightness color model. Color balance was excellent in most modes, with neutral grays over the full range from white to black.

One potentially annoying issue is that I couldn't get the entire screen in crisp focus all at the same time. I settled on focusing a broad diagonal swath from the upper left corner to the lower right, leaving two corners with slightly soft focus.

The IN1144 also shares one shortcoming with all of the other projectors in this category, with scaling artifacts (in the form of unwanted patterns in fills) at the claimed native resolution. As I discussed in detail my review of the Optoma ML500, this simply shouldn't happen. However, the artifacts won't be an issue for most people, since they show up only in patterned fills with closely spaced lines or dots. More important, the scaling doesn't affect text readability very much, as it does with some projectors in this category. Text was easily readable at sizes as small as 6.8 points.

Video and Other Issues
Video quality for the IN1144 is best described as watchable. I saw a slight loss of shadow detail (detail based on shading in dark areas) and a tendency for skin tones to be slightly greenish in some scenes, but the quality overall was better than many data projectors can manage.

It also helps that the IN1144 doesn't show rainbow artifacts easily, which is always a potential problem for single-chip DLP projectors, with bright areas breaking up into red-green-blue rainbows. As is typical, the rainbows show up more frequently with video than with data images, but I didn't see any with data, and saw far fewer with video than I've seen with most DLP projectors.

One other plus for the IN1144 is its surprisingly good audio quality. I was able to hear every word of some quietly spoken dialog that's impossible to decipher with most projectors. Unfortunately the two-watt speaker doesn't offer a lot of volume, so you may not hear much from more than three or four feet away.

Despite some minor issues that keep it from being Editors' Choice, most notably the lack of even focus across the entire screen, the InFocus IN1144 stands out from the pack of 300 and 500-lumen projectors. Its balance of brightness, data image quality, video quality, and features?including the ability to read an assortment of file formats from USB keys and SD cards?makes it at least a match for most of its competition, while its near lack of rainbow artifacts makes it far more watchable for anyone who's sensitive to seeing those artifacts. If you want a projector that's both highly portable and eminently watchable, the InFocus IN1144 should be on your short list.

Researchers discover protein that may control the spread of cancer

Researchers at the University of Hawai'i Cancer Center have uncovered a novel mechanism that may lead to more selective ways to stop cancer cells from spreading. Associate Professor Joe W. Ramos PhD, a cancer biologist at the UH Cancer Center and his team have identified the role of the protein RSK2 in cancer cell migration, part of the process of cancer metastasis.

Cancer becomes metastatic when cells break away from the primary tumor and spread to other parts of the body. Metastatic cancer is much more difficult to treat and patients with metastatic cancer have a generally worse prognosis. "The cancers that kill are those that spread to other parts of the body or disseminate within the organ," said Ramos. "If we could keep cancer cells confined to the primary tumor mass, we could remove it with less risk of metastasis and later recurrence."

The Ramos team reports that RSK2 significantly increases cell migration in part by reducing integrin activation. Integrins play an important role in cell adhesion to their surrounding tissue and the migration of tumor cells to new locations in the body. RSK is active in both breast and prostate tumors, and promotes proliferation in these cells. It can also promote cell invasion and metastasis in head and neck cancers in addition to lung cancer and neuroblastoma.

"We focused on understanding the process of cell adhesion," said Ramos. "Integrins help the cell move by grabbing onto proteins and cells in their surroundings, pulling, then releasing and grabbing on again. Blocking a cancer cell's ability to adhere and move can control further dissemination of some metastasis. There are drugs that kill cancer cells and there are drugs that stop the division of cancer cells, but there are far fewer drugs that specifically stop the movement of cancer cells. Our work suggests that drugs that interfere with RSKs may help control or prevent metastasis."

Target sees solid year after weak holiday quarter

(Reuters) - Retailer Target Corp appears poised for a solid showing in the first quarter and forecast a higher profit for the year after a weak performance in the key holiday season.

Shares initially rose as much as 3.5 percent on Wednesday on the heels of the company's quarterly report, then gave up the gains in premarket trading, slipping 1.6 percent to $63.

For the current year, Target forecast adjusted earnings of $4.85 to $5.05 per share, which would exceed the $4.76 it earned last year.

Target did not give a sales forecast, but Chief Executive Gregg Steinhafel said the company faced a "highly promotional retail environment and continued consumer uncertainty."

Its fourth-quarter profit fell, as sales of food and value-priced items only partially mitigated weakness during the holiday season as shoppers held back from discretionary spending in an uncertain economy.

Target's holiday season included a disappointing showing for its collection of gifts sold in collaboration with high-end department store Neiman Marcus. The line that includes designer dresses and dishes launched on December 1, and Target sharply discounted the goods even before Christmas

Target earned $961 million, or $1.47 per share, in the fiscal fourth quarter, down from $981 million, or $1.45 per share, a year earlier. Target had fewer shares outstanding in the latest period.

Adjusted earnings, excluding items such as costs related to Canadian store opening plans, rose to $1.65 per share from $1.49 per share a year ago.

Target tempered profit expectations back in early January, when it reported flat December same-store sales and forecast earnings per share to meet or somewhat exceed the low end of its prior view. Target's outlook was for net earnings of $1.45 to $1.55 per share and adjusted earnings of $1.64 to $1.74 per share.

Target previously said sales rose 6.8 percent to $22.37 billion in the fourth quarter, with same-store sales up 0.4 percent. Same-store sales missed analysts' average target of 0.8 percent, according to Thomson Reuters I/B/E/S.

For the first quarter, Target forecast adjusted earnings of $1.10 to $1.20 per share versus $1.11 a year ago.

The basic U.S. inflation rate is published in the form of the Consumer Price Index (CPI). This purports to represent items selected to represent the spending of the average U.S. citizen. But a closer look reveals some troubling distortions. For example, health care expenditures are weighting at just one percent of spending. Americans who are struggling with obscenely high medical costs will recognize this as absurd on its face.

In addition to weightings, the actual price increases are largely arbitrary. For example, if the price of an automobile rises by 20 percent, but is 'assumed' to have added technology that equated to three quarters of the higher price, the price is deemed to have risen by only 5 rather than 20 percent. (See Peter Schiff's mid January article that shows, among other things, that the government reported newspaper and magazine prices to have risen just 35 percent over the past 12 years while actual prices rose by more than 130 percent.)

For the past few years, the Fed has maintained that the U.S. inflation rate, which is represented by the Consumer Price Index, or CPI, has hovered around two percent. Most consumers who buy food, goods and services such as health in the real world, will find this figure derisory.

?

However, Shadow Government Statistics (SGS), an independent data service published by John Williams, calculates key U.S. Government statistics according to the methodology used during the years before the election of President Clinton. Using those yardsticks, SGS shows the U.S inflation rate over the past few years has hovered around six percent, or three times the declared Government rate.?

The inflation rate is key also to calculating the key economic growth rate, or GDP. By deflating the nominal GDP by the Government's 'official' 2 percent inflation rate, the U.S. economy shrank by some 0.5 percent in the last quarter of 2012. But if a higher, and I believe more accurate 4 percent inflation rate had been used, the U.S. economy would have been seen to regress by 2.5 percent. At that rate of inflation the paltry yields paid on bank deposits, and by 10-year U.S. Treasury bonds, are currently in deeply negative territory.

Regarding stock markets, the Dow passed 14,000 last week, to great acclaim. However, if discounted by the 'official' CPI of approximately two percent per year the Dow would have to reach about 15,400 to equal its October 9, 2007 high of 14,165. But discounted at a 4 percent per year inflation rate, the Dow would have to stand at more than 17,500 to pass its all time high in real terms.?

Of course, the low inflation rate also provides the government with breathing room on the fiscal side. Low inflation keeps a limit on the increases that federal agencies are required to pay out to beneficiaries of programs such as Social Security. With the budget so tightly constrained by huge deficits, the low inflation data is essential to government planners.

?

More chicanery can be seen on the unemployment front. The government currently claims the unemployment rate to be at just 7.9 percent. But when calculating unemployment using the pre-Clinton methodology, SGS finds it to be around 22 percent. SGS does not exclude, as the government does now, all those who have left the workforce out of despair of finding a job, or those who who have accepted part time jobs in lieu of full time employment.

A world of politically manipulated 'official' statistics and misleading Government statements makes investment decisions more difficult. The result is that, despite falsely negative 'real' short-term interest rates and an abundance of debased cash, consumers and corporations continue to hoard cash. While the Dow has in fact surged in nominal terms, the leading U.S. equity funds continue to show significant outflows of investment funds. Rising stock prices have not convinced many Americans to get into the game. This should provide needed perspective on the current media euphoria.??

It was mentioned in today?s one-liners, but the topic demands an article of its own.

The NFL franchise assigned to Washington, D.C., has a name that is both racist and offensive.? Most Americans have become desensitized to that fact.? But it is a fact.

And the time has come for the name to change.

Last Friday, Mike Wise of the Washington Post pressed Commissioner Roger Goodell on the topic, during Goodell?s annual pre-Super Bowl press conference.? (It?s often called the ?State of the League? press conference, but at any given moment the ?State of the League? can be summarized thusly:? (1) we?re really rich; (2) we?re really popular; and (3) we do what we want.)

Goodell provided a non-answer that produced the faint sound of tap shoes.? ?I don?t think anybody wants to offend anybody,? Goodell ultimately said.

Nobody may want to offend anybody, but the name offends plenty.? Even if few notice.

?I think when people say Redskins we hear cup or bedspread,? Wise said at a Thursday symposium conducted by the National Museum of the American Indian, via WUSA9.com.? ?The sound is the same, but when you go to the Pine Ridge Reservation in South Dakota that name is equivalent to the ?N? word.?

Wise, with whom we?ve disagreed a time or two in the past, is right on this one.? It?s an offensive name.? And we?re all numb to it.

Indeed, we?re now numb to the fact that, for more than a generation, efforts have been undertaken to try to change it.? For many, it?s become a quaint footnote to America?s ultimate reality show.? A small pocket of people are complaining, no action is being taken in response, and it?ll stay that way until the small pocket of complainers find something else about which to complain.

It shouldn?t.? The name should change.? And there?s likely only one way it will change, at any point in the next 10-15 years.

Quarterback Robert Griffin III needs to stand up and demand that it change.

Athletes who stay firmly in the middle of the road rarely are criticized for not taking a stand.? Michael Jordan stayed out of political issues, because as he once reasoned, ?Republicans buy shoes, too.?? (Of course, there?s a chance Jordan never actually said that.)

But Griffin has a unique opportunity.? There?s no real downside to requesting that the Redskins change their name.? Few truly believe in their hearts the name isn?t offensive.? Instead, fans of the team resist changing the name because, for them, the term taps directly into their football loyalties.? With Griffin becoming the player to whom those loyalties most fervently now trace, he?s the only one who can make it happen.

Other than, of course, the owner of the team.? But Daniel Snyder has shown no inclination to change the name during his 14 years of owning it ? in large part because he has been for decades one of those fans who see ?Redskins? not as a word that connotes hate, but as the representation of the NFL team he loves.

Here?s hoping Griffin does the right thing, since Griffin could be the only man to persuade Snyder to follow suit.

If Snyder won?t, perhaps at least 24 of his colleagues in ownership eventually will compel him to.

US airlines to halt Northeast flights

Most airlines were giving up on flying in and out of New York, Boston and other cities in the Northeast Friday as a massive storm threatened to dump snow by the foot on the region.

Airlines were generally shutting down operations in the afternoon at the three big New York-area airports as well as Boston, Providence, R.I.; Portland, Maine; and other Northeast airports. They're hoping to resume flights on Saturday, although schedules weren't expected to be closer to normal until Sunday.

Flight-tracking website FlightAware said airlines canceled more than 4,300 flights on Friday and Saturday in advance of the storm.

Many travelers were steering clear of that part of the country altogether. Airlines waived the usual fees to change tickets for flights in the affected areas.

Airlines try to get ahead of big storms by canceling flights in advance rather than crossing their fingers that they can operate in bad weather. They want to avoid having crews and planes stuck in one area of the country. They also face fines for leaving passengers stuck on a plane for more than three hours under a rule that went into effect back in 2010.

Airlines began canceling Saturday flights on Friday.

"That's when the meteorologists start to have reliable predictions and the FAA holds conference calls to discuss which airports are shutting down," said Daniel Baker, CEO of FlightAware.

Airlines are also at the mercy of mass transit in each city they fly to. They'll often wrap up flying around the same time that commuter trains and subways begin shutting down, he said.

Storms like this one jam up airline call centers, so airlines are increasingly automating the process of re-booking passengers.

Delta is rolling out software it calls "VIPER" ? Virtual Inconvenienced Passenger Expedited Reprotection ? to find a replacement flight for passengers whose flights have been canceled.

As any frequent traveler knows, during a bad storm, the fastest route from, say, New York to Minneapolis may be through Atlanta, or Salt Lake City. Airline workers are adept at finding such routes manually. The new Delta system looks for such "creative routings" automatically and sends a message to the traveler telling them about their new flight, Delta Air Lines Inc. CEO Richard Anderson said on an employee hotline message last week.

"We need the ability to use automation to figure out for our passengers the quickest and fastest way to (re-accommodate) them on Delta or other carriers," he said. "Our goal is to get them to their destination as promptly as possible."

More than any other airline, JetBlue Airways Corp.'s route network is centered around the East Coast. Its meteorologist gives JetBlue executives a rolling seven-day forecast, and by Thursday it was canceling flights that had been planned for Friday. It has scrubbed 640 flights scheduled for Friday and Saturday.

Waiting too long to cancel flights means "customers are headed for the airport, they're in their cars, they get to the airport and if your flight's canceled that's when bad things start to happen from a customer standpoint," said Rob Maruster, Jet Blue's chief operating officer.

The snow was snarling air travel in Canada, too, with 240 flights canceled on Friday at Pearson International Airport in Toronto. Environment Canada senior climatologist David Phillips said Toronto hasn't seen a snowfall exceeding 5 inches since Dec. 19, 2008. The current storm was expected to dump up to 11 inches of snow as it moves along.

Wind-powered car crosses Australia on $15

A lightweight carbon-fiber car packing high-tech lithium-ion batteries and a portable wind turbine cruised 3,000 miles across Australia using just $15 worth of electricity from the grid. For an added boost, the drivers used a giant kite to pull the car down the road when the wind blew in the right direction.

?They were able to supplement their lithium-ion battery power with kite power about 10 to 15 percent of the time,? Bill Bunting, a senior scientist with Evonik Industries in New Jersey, told NBC News.

Evonik built the car to showcase its battery and lightweight materials technologies. The Wind Explorer is currently on display at the company headquarters. The carbon-fiber body weighs 200 pounds. Batteries add another 200 pounds and the portable turbine about 70 more, Bunting noted.

The addition of two average-sized people to drive the car and fly the kite brings the total package up to around 1,000 pounds, making it a showcase of what?s possible with today?s lightweight materials.

Automakers are racing to drop pounds off their cars to meet new fuel economy standards that require a fleet average of 54.5 miles per gallon by 2025. A general rule of thumb is a gain in fuel efficiency of a mile per gallon for every 100 pounds of weight lost.

General Motors, for example, is aiming to incorporate more lightweight magnesium in parts such as doors and trunk lids. Magnesium is 75 percent lighter than steel and 33 percent lighter than aluminum, the company said.

In addition to the carbon fiber in the Wind Explorer frame, Evonik also makes ?some special chemical materials that go into the rubber tires ? that basically allows the tires to roll along with the least amount of energy while still having the most amount of traction and durability,? Bunting said.

The car?s lithium ion batteries produce enough energy to travel 175 to 225 miles a day. There was enough wind to completely recharge the batteries overnight about 60 percent of the time.

?Occasionally, they plugged into the Australian power grid and that?s where the dollar figure of less than $15 worth of electricity comes from to travel all the way across Australia,? Bunting said.

Does the Giving Pledge translate for non-US philanthropists?

South African billionaire Patrice Motsepe recently announced that he would commit to The Giving Pledge, a club of billionaires who pledge to philanthropically donate the majority of their wealth. Motsepe?s announcement is auspicious as it marks the arrival of the black African super-rich class into the club of ultra high net worth individuals and signals the potential for well-funded indigenous philanthropic initiatives in Africa.

Led by Bill and Melinda Gates and their friend Warren Buffett, the Giving Pledge aims to encourage the wealthiest American families to give away most of their fortunes and also share their methods and results. The Giving Pledge leaders have met with Chinese and Indian billionaires to begin to spread the effort and share information about international philanthropic efforts. ?They have obviously made an impression in South Africa as well.

The Giving Pledge will certainly increase giving to foundations and other causes. Signing on to the pledge does not put any limitations on to whom and how the billionaires can give. One of the implications of the pledge is that it will decrease economic inequality by slowing the reproduction of generational wealth, whilst pre-empting confiscatory tax regimes and giving the wealthy some say in how they benefit society.

But there is reason for caution in exporting The Giving Pledge model to other countries. Giving to philanthropy or charitable causes in the US implies donating funds to a legally registered organisation (called a 501c3) whose tax records (called a Form 990) are?publicly?available. The ability to legally register, have government oversight and employ tax incentives for philanthropy are considerably limited in Africa, the Middle East, Eastern Europe and parts of Asia.

The Giving Pledge does not explicitly recommend where and how the funds should be given. One suspects that many philanthropists won?t be able to resist the lure of giving to their own foundations. Motsepe?s bequest will go to the Motsepe Foundation. Although it is important to establish major philanthropic institutions in Africa, the burden will be on such foundations to establish and lead best practices. Outside of the US and Europe, what does giving away half of one?s wealth even mean? Many owe their riches to state-financed enterprises or joint ventures and it is more common than not to own fractions of multiple companies in intricate cross-holdings. It may be more developmentally effective for the rich in developing countries to leave their money in their business interests.

The Giving Pledge is an impressive and unprecedented mobilisation of funds. But there are major barriers to scaling it outside of the US and I fear that Patrice Motsepe will be the exception, not the rule.

Smarter weather forecasts? There?s an app for that

Millions of people carry around smartphones equipped with pressure sensors that help pinpoint their gadget's location. Atmospheric scientists have built an app to collect the pressure data in an effort to improve short-term weather forecasts.

?The big horizon in weather forecasting is high resolution; getting small-scale features like thunderstorms right,? Cliff Mass, an atmospheric scientist at the University of Washington, explained to NBC News. ?And what cripples us is we don?t have enough data to describe what is happening.?

Gadgets such as the popular Galaxy III smartphone come equipped with pressure sensors that make them weather observatories. Mass and colleagues collaborated with Cumulonimbus, a Canadian app company, to develop PressureNet, which measures atmospheric pressure and sends it to researchers.

"We have a massive pressure database that we can use to improve weather forecasting," Mass said.

Atmospheric pressure is the weight of the air above the surface. Lowering pressure is often a sign that a storm is brewing; rising pressure a sign of sunny skies. Precise tracking of pressure changes, in turn, give weather forecasters the ability to pinpoint when and where a storm will strike.

The data could be particularly useful for places where thunderstorms build up quickly, such as in the Midwest, though Mass noted that forecasting local weather features in most regions would benefit from the stream of pressure data.

The app went into service just before Hurricane Sandy punched the Eastern seaboard in October 2012. ?We were able to see the storm come in and see the details of the storm as it went over land,? Mass said.

In the case of Sandy as well as the current snowstorm set to wallop the Northeast today, the pressure data collected by the smartphones is of little use to weather forecasters since they come in over the ocean where there are few people with smartphones.

?It is the stuff that begins over land, because, obviously, that is where the smartphones are,? Mass said.

Currently, he is getting about 4,000 observations per hour, suggesting at least that many people have downloaded the app. He hopes that number grows significantly.

The app is available for Android devices equipped with pressure sensors. Examples include several of Samsung?s Galaxy-branded gadgets, the Nexus 4 smartphone, and Motorola Xoom tablet computers.

?This is just the beginning,? Mass said. ?I think this really has legs. It is cutting edge technology.?

Rob Scott, the owner of the Sogno di Vino in Poulsbo, Washington, told Today.com that the Kelly children, ages 2, 3, and 8,? were "the epitome of good behavior: they were very polite, didn?t neglect to say ?please? and ?thank you,? and stayed seated during their visit. That?s often not the case when kids come to his restaurant, Scott said. Many end up shouting or running around the eatery unchecked."

Laura King posted her receipt with the discount the website Reddit, which triggered a viral online discussion about children's behavior in restaurants. In her own blog, Mrs. King responded to all the attention by writing about the discount and why her children earned it. "We eat most of our meals as a family around our kitchen table. It is one of the ways we come together throughout our week to talk about our lives, to catch up and to share our love. We don?t have any hard rules about there not being iPods or laptops at the table, but most of the time they aren?t welcome."

And she offered some tips for other parents on dining out:

* Take your kids out to eat at least a couple times a month.
?* Give your kids a snack before you head out.
?* Be sure they?re rested and healthy.
?* Be ready to engage with your kids.
?* Notice the people, art, music, food in the room and talk about it.
?* Encourage your kids to talk with you just like you would talk with another adult.
?* Enjoy the time you?ve carved out to be with them.

Bring rations. Sure, the flight schedule?said?your plane was going to land by Toddler?s afternoon snack time. But what if there?s a delay? And what if Child gets hungry and wants food?now??Follow this tip and you won?t have the inevitable meltdown. Cut up some fruit and cheese and throw it in your bag. Or, if you?re like us, running late and relatively frantic, grab a bagel at one of the airport vendors. This is not the time to be picky about nutrition.

For the past 15 years, Donald and Bonita have been meeting each other every morning at?The Arc San Francisco.

Bonita makes sure Donald has his glasses and bus pass before he goes off to work at his custodian job downtown. Donald says he likes getting a paycheck so he can take Bonita to lunch.

The couple meet back at The Arc at the end of the day and travel to their separate homes. Donald lives at home with his elderly mom; Bonita lives in a group home.

In a perfect world, they?d get to go home together, but that?s not how the world works for many individuals with developmental disabilities. ?While employment, education, health care and other supports are public priorities, the affordable housing that would give Donald and Bonita a chance to live together is out of reach.

Still, their relationship endures.

Retail chains report mixed sales in January

(Reuters) - Several U.S. retailers reported mixed January sales results on Thursday, as consumers faced a hit to their take-home pay from higher payroll taxes, while cold weather may have helped spur purchases of winter clothes.

Costco Wholesale Corp said January sales at stores open at least a year, or same-store sales, rose 4 percent, slightly ahead of Wall Street projections for a 3.9 percent gain.

Limited Brands Inc breezed past expectations, buoyed by its Victoria's Secret stores and a major improvement at its struggling La Senza chain.

Other retailers reporting stronger-than-expected sales were the teen-oriented Zumiez Inc , which raised its profit forecast, and department store chain Stage Stores Inc .

Overall, analysts expect 3.5 percent same-store sales growth for January across 18 retailers, excluding drugstore chains Walgreen Co and Rite-Aid Corp , according to Thomson Reuters I/B/E/S. That would be down from 4.4 percent growth in January 2012.

U.S. consumer sentiment improved in January as Americans felt Washington's deal to avert the "fiscal cliff" at the beginning of the month boded well for the economy, a survey released last week showed.

But at the same time, tens of millions of Americans saw their take home pay fall because of a 2-percentage-point increase in payroll taxes.

Cato Corp , a specialty retailer offering low-price fashion, reported a 12 percent drop in same-store sales, and Chief Executive Officer John Cato pinned part of the blame on the payroll tax. Cato lowered its profit forecast.

Department store operator Bon-Ton Stores Inc as well as teen chains Buckle Inc and Wet Seal Inc also reported disappointing sales.

Other chains to report January sales later on Thursday include Macy's Inc , Target Corp and Nordstrom Inc .

The index offers only a glimpse of retail spending as major chains like Wal-Mart Stores Inc , Sears Holdings and Best Buy Co Inc do not report monthly sales.

The colder midmonth weather in the eastern half of the country probably helped many retailers. January is a small month for retail sales, and retailers' profits are exposed to how much discounting they have to do to clear shelves to put in spring merchandise.

"We think cold weather has helped clear winter apparel," Morgan Stanley analyst Lauren Bellmare wrote in a note this week, and said there were generally lower levels of discounting at mall-based stores.

"Governor Cuomo is reportedly putting together a proposal that would see a second, non-Indian operate casino open in downtown Niagara Falls. The question is whether the market could sustain another casino. The state remains locked in an already lengthy contract dispute with the Seneca Nation of Indians. The Senecas have withheld more than five-hundred-million-dollars in gambling revenue payments, saying the state breached a 2002 agreement by allowing casino-style gambling at racetracks in Hamburg and Batavia. Niagara Falls is owed upward of 60-million-dollars from the Seneca Niagara Casino Hotel operation, and mayor Paul Dyster says he favors any solution that will result in economic development for the city." Zimmerman loses bid to delay murder trial

On what would have been Trayvon Martin's 18th birthday, lawyers for his accused killer George Zimmerman were denied a request to delay this summer's murder trial.

Zimmerman's attorney Mark O'Mara claimed during an often heated one-hour hearing that he needed more time to prepare, and that the state was not being cooperative with key evidence.

"Its February and the trial's set for June," countered prosecutor Bernie de la Rionda.

He argued that O'Mara did not deserve more time to prepare and that many of the delays were his own fault. The state has argued that the Zimmerman legal team is moving slowly because of a dwindling defense fund. Zimmerman's attorneys have acknowledged that the fund is just about empty.

"The spirit of Trayvon Martin was definitely in the courtroom today on what would have been his 18th birthday. The judge ruled that the trial would not be delayed," Martin family attorney Benjamin Crump said today.

Martin, 17, was shot and killed while walking home unarmed on Feb. 26, 2012, from a deli near his father's fiancee's house. Zimmerman, a neighborhood watch captain, has claimed the unarmed teen was acting suspicious and that he shot the teenager during a fight when the boy tried to get Zimmerman's gun.

The case had inflamed emotions in Sanford, Fla., where it occurred and the trial is also expected to be emotional.

A heavier Zimmerman looked on as Circuit Judge Debra Nelson noted that both sides had agreed earlier that they would be ready by June 10 when the trial is slated to start and that O'Mara's issues can be fixed in time.

Besides the motion to delay the trial, most of the remaining proceedings centered around a teenage girl identified so far only as witness 8. Phone records show she was on the phone with Martin moments before the unarmed teen crossed paths with Zimmerman. Her testimony may prove crucial as a jury tries to determine who was the aggressor in the deadly altercation.

O'Mara argued that the state is withholding information related to the teen's phone and how data on it was downloaded. The judge ordered the state to pass on all information concerning how the phone was tested and handled.

Zimmerman's defense was also seeking to depose Crump later today. Crump was the first person to find and interview the teen, who says she told Martin to run after he complained about Zimmerman watching him as he walked to his father's girlfriends home on the night of his death. However, Crump's attorney argued that a deposition was improper because Crump was not a witness in the case, and that he had already filed a 15-page affidavit detailing how he found her and that should be enough. The judge asked for time to review the affidavit before determining if he would have to give a deposition.

The summer trial start will leave both sides scurrying to finish depositions, scrub social media for more information into who the key players may have been, as well as plan for an all-important stand your ground hearing. Zimmerman's team will argue that he shot and killed Martin in self defense after the teen lashed out at him and pummeled his head on the ground. If the judge finds that there is enough evidence indicating that Zimmerman felt threatened than the entire case will be thrown out under Florida's stand your ground law.

Outside of the Seminole County courthouse, about 20 supporters of Trayvon Martin gathered around a framed photo of the Miami teen with black balloons to sing, pray, and commemorate the 18th birthday. His parents did not attend today's hearing. O'Mara made note of the solemn occasion saying, "No matter what, a tragedy occurred."

Remembrances are planned today throughout the town of Sanford, Miami where the teen grew up and throughout the country. In a possible sign of healing of the events planned, an anti-gun rally in a historically black Sanford neighborhood, is being sponsored by both the Sanford Police Department and the NAACP. The joining of both sides behind one common bond would have seemed almost unthinkable in the early spring of 2012 as thousands descended upon the city claiming that the Sanford PD was embroiled in a cover-up and alleging misconduct because Zimmerman had yet to be arrested.
